A STUDY ON INDIVIDUAL SAVING PLANS FOR DELOITTE ITALIA
Deloitte Milano, who had already partially followed the realisation of the paper for Deloitte Luxembourg, enthusiastic about the first work, contacted us, thanks to one of our Alumni, for a new project.
The client, in collaboration with the Nctm law firm, wanted to understand the situation, needs and development of the Individual Savings Plans market, with the ultimate goal of assessing the possibility for Deloitte to provide consultancy and risk management services in this market.
The topic of interest is the market of Individual Savings Plans, PIRs, new financial instruments introduced in 2017 with the acts implementing the Budget Law, in order to support the development of Italian SMEs. Despite some limitations of these instruments, the very strong commercial appeal (tax free on cap gain) has made them extremely interesting, so much so that the collection by retailers is growing at very high rates. Moreover, having the RIPs the purpose of providing financial sources to Italian SMEs, their entry into the market could incentivize the quotation of these companies, changing the proportions of their financing.

- The paper has analyzed the RIPs in several aspects: first of all the regulatory context in which they were inserted was studied, in order to better understand the characteristics of the product and the tax benefits deriving from its subscription. Subsequently, these tools were contextualised within the Investment Management market, in order to bring out the distinctive features of the sector and how they are influencing the RIPs on both the demand and the supply side. In addition, a special section of the paper dedicated to the eligible instruments market was created, in which the size and liquidity of the same were analyzed, as well as the impacts caused by the RIPs on the stock markets for which they were responsible. Finally, it was important to understand how these instruments are influencing Italian SMEs, in terms of methods of financing and of listing on the stock exchange
From our study all the characteristics of the Individual Savings Plans and the relative development potential they will have on the national financial market emerge. In particular, from the paper we can understand the great impact these instruments are generating on the Italian stock market of reference and, starting from these observations, it is possible to make forecasts on the trends of the next years that will allow the customer more informed choices on whether to provide consultancy and risk management services in this sector.
